Sir,
I have the honour to direct your atten- tion to the mental condition of European Prisoner No. 39, whom I have before certified of unsound mind. He appeared before me to- day on his re-admission to Gaol, and he seems to be in a worse condition than before.
I recommend that he be sent to the Lunatic Asylum, and there detained until arrangements can be made for his being sent home to his friends.
He cannot be held responsible for his actions, and should not again be discharged unless to parties prepared to become responsible for him.:
